OCC POLICY RESOLUTION PROCESS
The policy resolution debate will take place virtually on September 29, 2020. From now until August 7, if you are the author of a submitted resolution, you are able to amend or withdraw your resolution.

LOOKING FOR INPUT: ONTARIO'S FOOD SUPPLY CHAIN AND COVID-19
The OCC is currently working on a COVID-19 policy brief that will examine Ontario’s complex food supply chain. This brief will explore the disruptions the food supply chain experienced as a result of the pandemic, the impact these disruptions caused for producers, industry, and consumers, and steps the province can take to safeguard the supply chain and workers. Sustainable agriculture will also be explored.

KEY UPDATES

DECLARATION OF EMERGENCY EXTENDED TO JULY 22
- In consultation with the Chief Medical Officer of Health, the Ontario government has extended the provincial Declaration of Emergency under s.7.0.2(4) of the Emergency Management and Civil Protection Act to July 22, 2020.
CANADA'S ECONOMIC AND FISCAL SNAPSHOT 2020
- On July 8, the federal Minister of Finance presented an economic and fiscal snapshot following Canada's response to the COVID-19 pandemic and delaying the 2020 federal budget in March.
- The federal deficit is projected to hit $343.2 billion this fiscal year, comparable to spending during the Second World War. The federal debt will exceed $1.2 trillion by the end of the fiscal year.
- Since the start of the pandemic, the federal government has spent more than $231 billion on aid packages and health and safety measures for Canadians.
- Encouraging signs show the worst of the economic shock is behind us as the economy gradually reopens. While there is a major deficit, Canada is still expected to maintain its low debt advantage among G7 countries. More details here.
NO EXTENSION OF CURBSIDE PICK-UP & DELIVERY FOR CANNABIS RETAILERS
- The Ontario government has not made permanent the emergency order to authorize cannabis retail stores to offer curbside pick-up and delivery of products purchased online or over the phone.
- Ontario should have a competitive market for cannabis curbside pick-up and delivery should be made permanent to allow the private sector the necessary tools to compete against the illicit market, while creating jobs and economic growth.

NEW LEGISLATION TO PROTECT PUBLIC HEALTH
- On July 7, the Ontario government proposed new legislation, Reopening Ontario (A Flexible Response to COVID-19) Act, 2020. If passed, it would ensure important measures remain in place to address the threat of COVID-19 once the provincial declaration of emergency has ended. More details here.
- The legislation would:
- Continue emergency orders in effect under the Emergency Management and Civil Protection Act (EMCPA) under the new legislation for an initial 30 days.
- Allow the Lieutenant Governor in Council to further extend these orders for up to 30 days at a time, as required to keep Ontarians safe.
- Allow the Lieutenant Governor in Council to amend certain emergency orders continued under the EMCPA if the amendment relates to:
- Labour redeployment or workplace and management rules;
- closure of places and spaces or regulation of how businesses and establishments can be open to provide goods or services in a safe manner;
- compliance with public health advice; or
- rules related to gatherings and organized public events.
- Not allow new emergency orders to be created.
- Allow emergency orders to be rescinded when it is safe to do so.

|
- Today on July 9, the Ontario Government announced they are expanding access to reliable broadband and cellular service in underserved and unserved parts of the province. The application for the $150 million Improving Connectivity for Ontario program (ICON) opens today. Learn more.
- On July 8, the Ontario government introduced the COVID-19 Economic Recovery Act. Click here for more details on this announcement.
- On July 7, the Ontario government passed Bill 171, the Building Transit Faster Act, 2020, which enables the province to expedite the process of building Ontario's four priority transit projects. The four projects include the all-new Ontario Line, the Yonge North Subway Extension to Markham and Richmond Hill, the improved three-stop Scarborough Subway Extension, and the Eglinton Crosstown West Extension to Pearson airport. - On July 3, the Ontario government invested $3 million to provide free online health and safety training to Ontarians. Up to 100,000 job seekers can now take free online workplace health and safety training through Employment Ontario. Learn more.
- On July 3, the Ontario government issued a new emergency order and amended another under s.7.0.2 (4) of the Emergency Management and Civil Protection Act, which will allow municipalities to quickly pass temporary bylaws for the creation and extension of patios and allow covered outdoor dining areas to serve customers. - The Ontario government will spend more than $2.6 billion on highway construction projects this year. Learn more.
